The Arab Woman
December 12, 1944 — Opening Address, First Arab Feminist Conference, Cairo, Egypt

Ladies and Gentlemen, the Arab woman who is equal to the man in duties and obligations will not accept, in the twentieth century, the distinctions between the sexes that the advanced countries have done away with. The Arab woman will not agree to be chained in slavery and to pay for the consequences of men’s mistakes with respect to her country’s rights and the future of her children. The woman also demands with her loudest voice to be restored her political rights, rights granted to her by the Sharia and dictated to her by the demands of the present. The advanced nations have recognised that the man and the woman are to each other like the brain and heart are to the body; if the balance between these two organs is upset the system of the whole body will be upset. Likewise, if the balance between the two sexes in the nation is upset it will disintegrate and collapse. The advanced nations, after careful examination into the matter, have come to believe in the equality of sexes in all rights even though their religious and secular laws have not reached the level Islam has reached in terms of justice towards the woman. Islam has given her the right to vote for the ruler and has allowed her to give opinions on questions of jurisprudence and religion. The woman, given by the Creator the right to vote for the successor of the Prophet, is deprived of the right to vote for a deputy in a circuit or district election by a (male) being created by God. At the same time, this right is enjoyed by a man who might have less education and experience than the woman. And she is the mother who has given birth to the man and has raised him and guided him. The Sharia gave her the right to education, to take part in the hijira, and to fight in the ranks of warriors and has made her equal to the man in all rights and responsibilities, even in the crimes that either sex can commit. However, the man who alone distributes rights, has kept for himself the right to legislate and rule, generously turning over to his partner his own share of responsibilities and sanctions without seeking her opinion about the division. The woman today demands to regain her share of rights that have been taken from her and gives back to the man the responsibilities and sanctions he has given to her. Gentlemen, this is justice, and I do not believe that the Arab man who demands that the others give him back his usurped rights would be avaricious and not give the woman back her own lawful rights, all the more so since he himself has tasted the bitterness of deprivation and usurped rights.
Whenever the woman has demanded her rights in legislation and ruling to participate with the man in all things that bring good and benefit to her nation and her children, he claims he wants to spare the woman the perils of election battles, forgetting that she is more zealous about the election of deputies than men and that she already participates in election battles, quite often influencing the results. It is strange that in these cases she becomes the subject of his respect and kindness but when the election battle subsides he denies her what she has brought about.
If the man is sincere in what he says let him prove this by first giving the woman her political rights without her having to go through cruel political battles. In our parliamentary life there is wide opportunity for that in the elections of the governorates and municipality councils, and family affairs councils and in being appointed a member of the senate. Gentlemen, I leave room for the conferees to defend the rights of the woman in all areas.
In this final session of the conference please allow me, on behalf of myself and the conference organisers, to thank you for honouring us with your sustained presence during the four days of this conference, despite the length of the sessions dealing with issues men are often ill at ease with. I thank you for the concern you have expressed on these matters and for the attention you have given to our objectives, a successful step on the road towards realizing our demands. We are proud of this step which signals, thanks be to God, that we have gained the confidence of male intellectuals and reformers in the demonstrated abilities of women in effectively carrying out different kinds of work in the service of country and nation. There are some who still hesitate to give us this confidence and do not understand the benefits that accrue to the nation when women enjoy their political rights. Others fear that the women will compete with them in work. Let me assure you all that if depriving women of the political and civil rights they demand, and that men oppose, would benefit the country, or would increase men’s rights, we would relinquish them with pleasure, but, unfortunately, they would be lost rights that men could not use for themselves or for the country. These rights, buried alive, are of no benefit to society. Every woman who does not stand up for her legitimate rights would be considered as not standing up for the rights of her country and the future of her children and society. Every man who is pushed by his selfishness to trespass on the legitimate rights of women is robbing the rights of others and bringing harm to his country. He is an obstacle preventing the country from benefiting from the abilities and efforts of half the nation or more. He is impeding the advancement of his country and preventing it form being placed in the position it deserves — among the advance nations whose civilisation was built on the shoulders of women and men together, just as Arab civilisation at the beginning of Islam was built on the co-operation and equality of the two sexes. Now after this feminist conference and the presentation of the cause of women to the public and the placing of its documents in a historical archive, it is incumbent upon man to record on his own page in the historical record that which will honour him and justify his stand before God, the nation, and future generations.
